The primary purpose of this position is to assist the engineering manager in the design and planning of facilities. Closing date for this position is February 15, 2012. Assist in the day to day operations of the Engineering Department and have the ability to work on projects independently. Technology Editor, NRECA, Arlington, Virginia
NRECA is seeking a Technology Editor to become the key "expert" on technology matters for electric co-op readers of RE Magazine and REMagazine.coop as well as for electric co-op consumers receiving a statewide co-op publication using NRECA materials.

Job Responsibilities include:

1. Research, write, and edit technology-related and other articles and website materials for use in NRECA's member print and online publications (RE Magazine, REmagazine.coop) as well as technology-related consumer-focused content for Straight Talk Alert, making sure items meet Chicago Manual of Style and RE Magazine style guides as well as acceptable standards of fairness, clarity, creativity and accuracy.
2. Communicate with electric cooperatives, vendors, advertising sales representatives, and research organizations for background, leads, and approval of technology-focused copy and to procure video materials that could be repurposed for online publication and distribution to our members.
3. Attend technology conferences and serve as RE Magazine representative to various national tech-related organizations both within and outside the electric cooperative network.
4. Fashion and maintain editorial calendars for RE Magazine, RE magazine.coop, and other member communications with the Director & Editor, Representative Editor, advertising sales representatives and freelance technical writers.
5. Develop and maintain working relationships with freelance writers and scout for new freelance talent.

Requirements and Primary Selection Criteria:

  • Bachelor's or Master's Degree in Journalism, English, or technical/engineering-related discipline
  • Eight - 10 years of electric utility industry and communications experience
  • Affinity for rural residents and qualify-of-life issues preferred,
  • Publishing background required, preferably with an electric cooperative (such as statewide or generation and transmission cooperative publication) or association advocacy-related journal,
  • Candidate should demonstrate the ability to advocate organizational policies and concerns through sound journalistic practice and be able to translate complex technical or public policy issues for the average reader,

Vice President, Generation (Electric Utility), Dairyland Power Cooperative, La Crosse, Wisconsin
Dairyland Power Cooperative, an electric generation and transmission cooperative headquartered in La Crosse, Wisconsin seeks a Vice President, Generation. Dairyland provides the electric power requirements and other services for 25 rural electric distribution cooperatives and 16 municipal utilities in the Upper Midwest.  This individual, reporting to the President and CEO, has overall responsibility for the daily operation and the development and implementation of long-term strategic initiatives for all of Dairyland’s generation assets including fossil, hydro and renewables (1400 MW total).

General Manager, Western Montana Electric G&T Cooperative, Inc., Missoula, Montana
Western Montana Electric G&T Cooperative, Inc., through its executive search consultant, seeks an outstanding leader with exceptional people skills to fill the position of General Manager.

The G&T is a non-profit Montana corporation (incorporated in 1980) which represents the interests of its seven public utility members: Flathead Electric Cooperative, Glacier Electric Cooperative, Missoula Electric Cooperative, Ravalli County Electric Cooperative, Vigilante Electric Cooperative, and Mission Valley Power (a tribal managed utility).  Lincoln Electric Cooperative is an associate member of the G&T.
 
The G&T’s member utilities serve over 100,000 public power customers throughout Western Montana.  These customers receive their power from the Bonneville Power Administration and the G&T and its General Manager endeavor to retain the benefits of the region’s existing low-cost hydroelectric and nuclear generation.  The G&T has the legal capacity to plan, finance, build, operate, and maintain electric generation and transmission facilities however, the G&T does not currently own or operate any generation or transmission facilities.

The General Manager will work with a diverse set of local, regional, and national power supply related issues including:

Representing the interests of the member utilities by providing a visible presence at various association meetings such as the Public Power Council, Northwest Requirements Utilities, and the Northwest Energy Efficiency Alliance which attempt to actively influence BPA’s programs and costs.

Providing support to the member distribution utilities by assisting them with any BPA power and transmission contract issues including representing the member’s interests in front of BPA staff.

Acting as a resource for the Northwest Power and Conservation Council members and staff as they make critical decisions that balance the multiple purposes of the Columbia River and its tributaries including influencing the development of the Council’s power plans as well as its fish and wildlife programs.

Interacting with the Montana Electric Cooperatives Association and its board and member utilities to ensure that the interests of the G&T’s members are protected when dealing with statewide public power issues including networking with the Montana governor’s office and any appropriate state legislators.
 
Developing a strong relationship with the Montana congressional delegation and their staff which will allow for shaping federal policy when it is applicable to the members of the G&T.

The General Manager, along with a part time executive assistant, performs the day to day business of the G&T.  Funded through dues assessments, a budget is developed and approved by the Board annually.  The current operating budget for 2011-12 is $371K.

The board requires that the General Manager live in Western Montana, preferably in Missoula.  The successful candidate will be expected to visit the member cooperatives as needed as well as attending monthly association meetings in Portland.  Montana has biennial legislative sessions in Helena that may require travel, as well as Montana Electric Cooperative Association meetings generally held in Great Falls.  There will also be at least annual trips to Washington DC as part of a delegation of cooperative representatives organized through the National Rural Electric Cooperatives Association.

The successful candidate will have a working knowledge of the Bonneville Power Administration and its new tiered-rate methodology, as well as energy efficiency and conservation issues. The position requires excellent communication skills, both written and oral; very strong interpersonal skills including being well versed in acting with diplomacy; strong leadership ability; present a professional image at all times; be politically astute with the ability to represent the G&T at the legislative level; be a good listener; have strong planning and budgetary skills; have the ability to understand wholesale power supply contracts; and have a strong dedication to cooperative principles.  A good technical understanding of the electric power utility industry at the G&T level is desirable.

General Manager, Tohono O'odham Utility Authority, Sells, Arizona
The Board of Directors of Tohono O’odham Utility Authority (TOUA) located in Sells, Arizona is seeking qualified candidates to replace the General Manager who will be retiring next spring after 25 years of service.

Tohono O’odham Utility Authority, a tribal entity, is governed by a seven person Board of Directors.  In 1970 the original charter authorized the utility to provide electric and water service to the reservation.  Today TOUA’s service delivery area includes the main reservation and the San Xavier District, located southwest of Tucson.  Tucson is one of the “Mega-Trend” cities of the 21st Century: the Optics Valley, premier health services center for the Southwest, the astronomy center of the world, home of a premier research institution – University of Arizona, and a tourism destination.  The current general manager and several employees live in Tucson and the surrounding area.  TOUA’s headquarters is located 60 miles from Tucson in the Sonoran Desert.  The Tohono O’odham Nation is 2.8 million acres large, comparable in size to the state of Connecticut.  It includes the counties of Pima, Pinal and Maricopa.  TOUA has approximately 120 employees.  Its main office is located 1.5 miles west of Sells, Arizona.  TOUA is charged by the Nation to provide services including electric, water/wastewater, telephone, cellular, propane and internet services.  The electric utility department operates and maintains over 600 miles of transmission and distribution lines, serving approximately 3,800 meters.  The telephone department uses the latest in technology to provide service to 4,000 access lines over a fiber network.  They also provide cellular, long distance and internet service to their customers.  TOUA’s Water Department provides vital water to approximately 3200 customers in this desert region.  The Water Department also ensures that their 1,676 wastewater customers have properly maintained wastewater systems. In addition TOUA provides propane services to approximately 900 customers.

General Manager/Executive Vice President, Benton Rural Electric Cooperative
Prosser, Washington
Benton Rural Electric Association, through its executive search consultant, seeks an experienced leader to succeed its retiring General Manager/Executive Vice President.

Benton Rural Electric Association is headquartered in Prosser, WA.  Prosser with a population of about 5,500 is a beautiful small town with a big country feel.  Prosser is located in the lush Yakima Valley and celebrates its rich agricultural heritage with many world-class wineries and vineyards. With almost 300 sunny days annually, Prosser offers a variety of outdoor activities including hunting, fishing, camping, hiking, boating and golf.  Prosser with over 30 local wineries has also been dubbed the “Birthplace of the Washington Wine Industry.”  As the seat of Benton County, Prosser also offers a local hospital, and good school system for all grades. 
Prosser is a short drive to the Tri-Cities area (Pasco, Richland, and Kennewick).  The Tri-Cities has a population of 248,400.  There are colleges in the Tri-Cities area where an individual can pursue a degree.  Columbia Basin College has a full array of Associate Degree and Vocational/Technical career programs.  Washington State University branch campus provides the opportunity to acquire undergraduate and master degrees in a variety of programs. 
The Benton Rural Electric Association serves approximately 22% of the land area of Benton and Yakima Counties, or about 1,300 square miles.  Service is provided to residential, commercial, industrial, and agriculture/irrigation members. The cooperative has a total utility plant value of over $100 million which includes 62 miles of transmission line, 2,099 miles of distribution line, and 24 substations. The Association serves approximately 14,892 consumers and has 78 full time employees, of which about half are represented by a collective bargaining unit.  The cooperative was energized in 1938 and has two branch offices which are located in Toppenish, Washington and in West Richland, Washington.  The cooperative purchases wholesale power from the Bonneville Power Administration and Powerex a wholly owned subsidiary of B.C. Hydro in Canada.
Benton REA also serves as an Internet Service Provider, under the name of PowerNET,  which was established in 1997 and offers a variety of internet access and technology services to thousands of people and businesses.  These services include broadband wireless and dial-up Internet access services, technology consulting for businesses and individuals, basic PC repair for businesses and individuals, personal email service, dial-up accelerator service, business web page hosting and other commercial services.

The successful candidate should have a minimum of ten years of proven senior management experience in the electric utility industry, preferably in the rural electric cooperative program.  It is required that the successful candidate hold a bachelor’s degree from a four year accredited college, or equivalent combination of education and experience related to the challenges of the General Manager/Executive Vice President position. The ideal candidate will have political expertise and experience dealing with energy & regulatory issues on a state or national level.  The position reports to a 9 member elected board of trustees.

Candidates should have proven senior management experience in the areas of finance and accounting, member relations, personnel and electric operations.  It is mandatory that the CEO have strong interpersonal skills, strong oral and written communication skills, maintain a positive attitude, have strong leadership skills, be a team builder and work well with the employees, and have the ability to develop positive long term relationships with the consumer/members, community organizations, state and federal legislators, associated regional and national organizations, the employees and the board.  Union negotiating experience is a plus.

With a full benefit package and relocation expense provided, annual compensation will be commensurate with experience and qualifications.  The new General Manager/

The successful candidate should have a minimum of ten years of proven senior management experience in the electric utility industry, preferably in the rural electric cooperative program.  It is preferred that the successful candidate hold a bachelor’s degree in a field related to the challenges of the GM position, but the board will consider senior level management experience in the electric utility industry and strong leadership skills, in lieu of a degree.  The GM reports to a 9 member elected board of directors.

Candidates should have proven senior management experience in the areas of finance and accounting, member relations, personnel and electric operations.  It is mandatory that the GM have strong interpersonal skills, strong oral and written communication skills, maintain a positive attitude, have strong leadership skills, be a team builder and work well with the employees, and have the ability to develop positive long term relationships with the consumer members, community organizations, legislators, TEC, the G&T wholesale power suppliers, the employees and the board.

Upshur has an attractive benefit program including a retirement plan and various health insurance plans.  Annual compensation will be commensurate with experience and qualifications.  The GM should begin work by late spring of 2012.  The current GM retires on May 31, 2012.
